DUI girl kills 1 pedestrian and other is hopitalized with broken facial bones and teeth !?

This was the girl's first offemse. Her BAC was .16 she ran onto a curb and struck 2 pedestrians and ran into a resturaunt where luckily no one was present. She received 72 months but some time was suspended so she is doing a total of 40 months. Was this enough in DC ? Another girl who had 4 DUI's did a total of 9 months she had a head on a collison and fled the scene as well. and was given 18 months probation. First offense in DC are not too strict I'd say
