Which places in Canada might be safest for US, or any foreign tourist, or taking a vacation, and why?

I hear some stories that some people went there, and didn't feel welcome. Did the guys who fled to Canada ever feel welcome there? Are there any safe places for American born NHL hockey fans? Thanks. Just out of curiosity.
