I am a libyan fled from civile war to tunisa how can I go to a 3ed part country as reufgee ?

you can either apply for a visa at one of the various embassies in Tunis, if you remembered to flee Libya with your passport, or you can try registering with the UNHCR in Tunisia to see if you can be processed for refugee status there.
