How do I file criminal charges in Washington D.C?

I was assaulted by someone in Washington D.C and I immediately called the police. The gentlemen fled the scene and was later arrested and taken to jail. When the police officer gave me a copy of the police report she never asked me if I wanted to press criminal charges. Now the guy is just walking around free as a bird while I have my stitches. Can I file a Civil Suit to paid for my damages ? How do I initiate the process of having criminal charges filed against him and will a warrant be released for his arrest ?
