Other driver fled the accident scene on foot?

I was a victim of an accident, where the other driver driver fled on foot the scene leaving the vehicle, before the cops arrived. Now, I have police report and I contacted his insurance. However, the claims adjuster said that they do not know who was driving the car and that there are excluded drivers on the policy. My car is inoperable at this point and I was wondering what are my options. Thanks for any help. This happened in Texas.
