I'm kind of torn- Concert, or I-pod touch?

I think you should get the iPod touch. You are 15 years old there will be plenty of concerts and general admission concerts are great but they can be very dangerous, most of the time mosh pits start and when the pits start people don't pay attention to who is standing outside of them and you could get seriously injured.
